CGG Services SAS: Proposed Speculative 3D Seismic Survey off the Southeast Coast of South Africa

We are calling on the public and NGOs to please send in their comments:-

CGG Services SAS (CGG) has appointed SLR Consulting (South Africa) (Pty) Ltd (SLR) to compile an Environmental Management Plan (EMP) and undertake the required public participation process for the proposed project.The application provides for the undertaking of a speculative three-dimensional (3D) seismic survey of up to 3 500 km2 in an identified 15 428 km2 area of interest in the Algoa, Gamtoos and Outeniqua Basins off the Southeast Coast of South Africa. The area of interest is located roughly between Gqeberha (previously Port Elizabeth) and a point approximately 120 km southeast of Plettenberg Bay, ranging between 30 km and 120 km from the coast in water depths between 150 m and 4 000 m. Actual survey commencement would ultimately depend on a permit award date and the availability of a survey vessel. It is currently anticipated that the survey would take up to five months to complete. Should the permit be awarded, it is anticipated that the proposed survey could commence in January 2022 – during whale and critically endangered loggerhead turtle migration.

At the time the Reconnaissance Permit Application was submitted to PASA, there was no requirement in the Environmental Impact Assessment (EIA) Regulations, 2014 (as amended) to apply for an Environmental Authorisation when applying for a Reconnaissance Permit, and as such Petroleum Agency South Africa requested that CGG ‘develop a plan for managing potential environmental impacts that may result from the proposed operations and notify and consult with affected parties’ and submit it to them for consideration by the Minister of Mineral Resources. For this application, the plan is referred to as an “Environmental Management Plan (EMP)”. Although the Department of Forestry, Fisheries and the Environment (DFFE) subsequently published amendments to the EIA Regulations 2014, which now requires Environmental Authorisation for Reconnaissance Permit Applications, the transitional arrangements apply. Thus, this Reconnaissance Permit Application will be dispensed with in terms of the previous Regulations that were in place at the time of application submission.

Notice is hereby given of the opportunity to register as an interested and/or affected party (I&AP) and to comment on the draft version of the EMP. The draft EMP has been distributed for a 30-day review and comment period from 29 October to 29 November 2021. The full report is available for download from:

  2. PLEASE stop the seismic surveys. They will destroy our ocean and coastline. There is plenty of evidence to support that the ocean life will be severely impacted.

  11. Evidence points towards a severe impact upon this ocean environment let alone the implications of continuing with fossil fuel exploration In light of the recent COP 26 how can the SA government possibly consider proceeding with this? There is no excuse, the government must put an end to this

  14. It would have a huge impact on all sealife in the area. There are numerous fishing related businesses in the area who make a living from the sea. This planned survey is proof of the irresponsible attitude of greedy polititions. Stop it now!!!!

  15. When the rest of the world is actively moving away from hydrocarbons we instigate surveys for such?!?!
    Expensive surveys will take place which will quite possibly make a few richer! And should the anti hydrocarbon movement gain traction nothing further will happen, I hope.
    Do we really need to damage our natural world any further?????

  18. I blatantly object to this pure exploitation of our planet. Humans are already causing devastating impacts whereby our essential ecosystems may never recover. There is an abundance of evidence showing how warmful this will be to our ecosystem all because of human’s greed. Leave our natural splendor alone! Animal’s lives are just as important as humans, we need to protect the voiceless!

  20. Do not under any circumstances use seismic waves to survey the sea floor off the coast of South Africa.
    These seas are a rich bio diverse ecosystem that needs to be protected under any circumstances.
    The marine mammals that rely on echo-location for communication and hunting are going to be severely affected by this destructive search for oil.

  32. I object to the use of seismic surveys off shore South Africa
    Stop killing our wildlife! If you are a company of the future then come up with new harmless technology that saves lives and protects the environment instead.
    What’s the point of all of this if you have no planet for the future because killing the animals (who contribute to and nurtures the ecosystem) is killing us all.
    Wake up and put your part time profit aside. See the bigger picture, it’s not too late!

    • Sure – its called intangible heritage – and many are focused on this, however these are seen as nefarious when dealing with an oil and gas EMPR.

      We prefer that you make your own objection -becuase if we make one submission it is viewed as just that – 1 submission. Rather we prefer all supporters to register and make their own submission.   34. Please do not conduct these seismic surveys on our coastline. There is evidence to support that this horrendous practice will have devasting impacts on all marine life, if marine like whales and dolphins do survive, they can be deaf for life! When the rest of the world are moving away from hydrocarbons, we decide to destroy our marine life, wake up! Stop this murder! We are the voice for the voiceless!

  37. No I do not agree with Seismic surveys they are bad for the environment. They will destroy our ocean and coastline. There is plenty of evidence to support that the ocean life will be severely impacted. Also once oil has been find and they start drilling there will most likely be oil leaks causing more harm to the ocean life.

  39. It is imperative that we all prioritize the protection and conservation of marine life and our coastlines. There is significant undeniable evidence that seismic testing has profoundly negative short and long term effects on a vast array of marine animals. I implore all of you that are involved to cancel any and all plans to perform seismic testing along South Africa’s coastlines.

    The future of energy is not in oil or gas.

    The severally negative ecological and environmental impacts as well as the karmic consequences of continuing to perform these tests are simply not worth it and should be discontinued immediately.

  40. In the name of the generations not born yet I object to the seismic surveys on South Africa’s coastline. You do know full well that it kills life on our planet totally unnecessarily. As fellow citizens it is reasonable for us to expect that you apply your intelligence in a manner that improves and not destroys life for all species on this planet, especially when there are alternatives.

  45. Please reconsider this endeavor. I stronger disagree with this assessment for tha sake of conservation. Marine lives should take presidence over profits. Furthermore, these areas rely heavily on tourism built on our natural wonders and heritage. Alternative non-destructive investigative techniques must be available. Please do not conduct this survey.
